V Phase 2 you have to complete all quests in the category Sun's Reach Armory even several times - you can once a day, ie the next day again, etc., when you have the stage finished. As the name of the stage says, after completing the series of quests, you will see NPC focus on armory, i.e. PVP Vendors and Vendors behind Bagde.
The third phase Sun's Reach Harbor will focus on the rest of the city and open the Alchemy Lab. It will also offer the option of earning a reputation for 10 gold or changing the name to "of the Shattered Sun". At Wowwiki, this phase is divided into two, so don't be fooled. This is one stage where you need to handle multiple quests and there they divided it into two.
If you have completed all the tasks and everything has already been completed, you can continue to perform daily quests, as you were used to with the fact that a few more have been added and are functional. K'iru will give you a buff of K'iru's Song of Victory which will increase your stamina of +70 and intellect of +40.
